Report on China-Pacific Island Countries Forum

Cabinet has approved the report on the on the China-Pacific Island Countries Economic Development Cooperation Forum that was held in Guangzhou, China on 7 – 9 November 2013.

The programme included bilateral discussions between representatives of the Pacific countries and China’s Vice Premier, Mr Wang Yang on issues pertaining to the environment conservation, agriculture and fisheries, tourism development, trade and investment.
Samoa’s delegation also held another meeting with Mr Yang where Samoa’s Prime Minister, Susuga Tuilaepa Sailele Malielegaoi in his address emphasised the importance of the economic development partnership between the two countries. Some of these developments include school buildings, hospitals, agriculture, sports facilities and Government buildings. Susuga Tuilaepa also reiterated Samoa’s support for the One China Policy.

The meeting was ample opportunity for Samoa to hold discussions with China on issues that include:

  • Double taxation between the two countries;
  • Buildings for Government;
  • Building of the new wharf at Vaiusu;
  • Assistance for aeroplanes to develop tourism;
  • Zero tariff treatment;
  • Building of a new hotel in Samoa;

China’s Vice Premier, Mr Yang in his address assured Samoa of his country’s assistance in:

  • Samoa hosting the 3rd Conference on Small Islands Developing States;
  • Increase grant assistance for Samoa;
  • Double taxation agreement;
  • Building of Government offices and buildings;
  • Building of a hotel and increase tourist travel from China;
  • Assistance with climate change.

Samoa’s delegation also visited companies and contractors in China, currently undertaking contract work in Samoa and also contractors interested in providing services for Samoa.

Prime Minister, Susuga Tuilaepa Sailele Malielegaoi lead Samoa’s delegation that included the Minister of Natural Resources and Environment, Afioga Faamoetauloa Taito Faale, the Minister of Works Transport and Infrastructure, Afioga Manualesagalala Enokati Posala, and the Associate Minister, Afioga Peseta Tevaga Vaifou and several Government’s Chief Executives.
